A NUMBER OF UNFOUNDED ASSERTIONS OF PPA


The Philippine Port Authority (PPA) has established a Port system on
the center of the Old Town; Presently the seat of the municipality.
Whereby, the site is the Old Pier, which is a Historical Site. It is
the Landmark in the founding of the Colony and a Cultural Heritage of
the people of Culion as the best recreational area, i.e.

1. The Marina locally known as "BASIN" which serves as the best
training ground for amateur swimmers and the district swimming team,

2. the Children's Park was Lara Park,

3. the Communication Tower which one of the last two(2) remaining
American Communication Towers in our country,

4. the nearby Sacred Heart Chapel, (practically the chapel is in bad
location now..)

5. and the municipal center and economic lifeline for sustenance
fishing by the residents of Culion. "PASABIT" "PAKASKAS"

Destroying all of these with serious drastic effect to the existing
socio – economic and cultural well being of the people of Culion and
eventually erase the aesthetic beauty of the Old Town.

The Old Town known as Poblacion is not for all practical reason
suitable and ideal place and site for the development of an industrial
and commercial port;

1. The road network leading to the Old pier is narrow with NO ROOM FOR
EXPANSION. Thus, if the port system is allowed to be continued and
established the volume of traffic of cargoes and passengers cannot be
accommodated by the existing networks of roads and will result to
negative environmental impact to the general area of Poblacion and may
consequently result to negative economic impact to the Municipality.

2. The proposed PPA is within the 5 miles radius of another PPA
situated in Coron Municipality. Thus, violated of its own basic
policy, not to establish the two-port system within the 5 miles radius.

3. The old port is not a SAFE haven for all sea crafts during bad
weather inclement such as typhoon and strong north easterly winds
"ANIHAN", nor does it merit horizontal expansion as both sides ends to
protruding intertidal reef zones which are incidentally being proposed
as marine protected areas.

4. The draft of comprehensive land and water use program is now
compromised as the old port and its vicinity has been proposed by the
local residents to be zoned as a tourism port, park, facilities and
destination.

5. The CLWUP (the people) proposes to develop a Fishery Port in the
Jardin – Culango coastal area and an International Container Port at
the Halsey Harbor. Thus, incontradiction to the will of the people.

to add more flaws

! There was an inadequate public hearing and consultations of this
project. no people involvements!

! THE LOCAL LEADERS WERE MADE TO BELIEVE THAT THE PROJECT ONLY
INTENDS TO REPAIR AND IMPROVE THE OLD PORT WITHOUT NECESSARILY
DESTROYING THE LANDSCAPE INCLUDING RECLAMATION OF THE BASIN AND THE
FENCING OF THE AREA.

! The public has yet to be informed and cleared regarding the
contract or agreement entered into between the Municipality and the
PPA. The development plan of the project by which

articles of agreement and details of work including financial statements

should have been published or posted in public places,
whether or not the project have complied with the necessary
Environmental Impact Assessment,
Environmental Compliance Certificate or Project Statement;
further what mitigating measures are being done to reduce or
compensate the negative socio – economic, cultural, historical and
recreational impacts the project may bring.


so ppa of culion is in FACT illegal...?

sorrounds ppa... i know it's finished but i need more justice on it!
i'm sorry again kung nakukulitan na kayo. but this could be productive
too. we're defining our problems and future flaws!......

and it was made scram... tingin ko lang hilaw... or wala sa ayos
naglilinaw lang. nothing personal.

iyon nga ang problema bakit natin pinipilit sa balala na masikip na
eh marami namang lugar na pwedeng gawin at mas maganda. i can't
imagine, you will destroy all the houses and landmarks
of the poblacion when you renovate the roads? even our house?
kindly clarify again.

walang ibang malalim na pantalan?
what about the plaza or near the back of the church
that was the old port... and more safer and bigger
and there's possibility to build wider road going to gitna...

or in jardin or culango which can also build bigger roads going to
baldat than in balala... sinabi mo na ring mag tatambak para sa
bagong kalsada so we can start it there at jardin going to baldat
roads... mapre-preserve pa ang coral reefs ng balala at coloniya

there was also some plans at halsey area where they can build new
ports and develop the area
as what you mentioned of searching or establishing new town site.

so we have possible sites of port that are more practical and
reasonable... they are the old port going to gitna, culango going to
baldat and the halsey. which are also deeper and more safer...

i've learned also that there was some studies going on about this
ppa but they rush it out because of some reasons...

yes i know port is good factor of developing the town
but it shouldn't be the cause of the destructions of those
historical site... cause they were tourist attractions too. we only
need to repair and preserve them. just like the other country who
really value the history of their places... they build new and
modern places in other areas but not destroying valuable lands and
buildings...

this is a positive & poductive discussion
i just want to know more about ppa
since you are depending them
i'm really glad that you are revealing to me
what are their reasons of doing these things
unfotunately i have my own reasons too.
just be patient and let's communicate more

my big question here is "why do we have to build these port at
balala which is congested already" eh meron naman palang ibang lugar.

kasama mo ako sa paghatak ng pondo. (may pondo ba tayo?)
at sa paglilipat ng bagong site ng ating poblacion. you know that...
i am with you but please we don't need to
destroy our historical sites
we can make them as one of our major attractions too
we just have to improve the site but not abolishing the beauty of it.
it's just a matter of disciplines among our people like the talipapa
and the rules of building houses along the sea the hanging toilets
as you say... it's only law inforcing.
