Doors

DOORS

i think everything posted here
are of helpful in many different ways
and in unique revelations
that really make us grow
and know each other well
and that is the beauty of it all!
we don't have to be closed doors
when something different or unique
or not compatible with what
we perceived
encounter us along the way
and shot our minds & hearts.
we need to be open in a
possibly 4 doors in our life...
the door that we know that others don't know
the door that we don't know but others know
the door that we both know and
the door that only God knows...
the danger is the door that sometimes
we forcefully want to open that is not for us
or the one we don't want to open
there lies the borderline...
it's either we don't want to
open and close ourselves
or we want to open it by force
even hurting others & ourselves...
drawing between the lines
of egoism & altruism
of vices & virtues.
no my point here is we all want to grow
everything we do here will
determined our identity
as how we build ourselves
how we matured
especially in the image
that really reflects life
not illusions and confusions...
we encounter many obstacles
within & without
and we will find ways
of managing them
that will make our journey
peacefully even in the midst
of storms or conflicts
and nothing can stop us
this is what we are trying to define
this is what we want to understand
that's why
we need to move & to grow
not to become stagnant...
and one biggest challenge is the
definition of our by-laws
and the real objectives of this group
one of this is the 12-key area
fill up and conquer all this gaps
then we'll all be in peace.

we have to draw between the lines

give us your share then...
(and it'll be obvious who will show our ways

seriously or not we need to be stable first.

then tell us what confuses you or us?

by all means we have to grow...
we're in this stages now

yes i was estimating it here
it'll cost around $3k more or less... that's one school already.
but why not? we can make them as our talent group
dancers and singers... just like the cultural dancers of the phil.
the bayanihan dance troop and the band of culion that are really
bravura.. and we can even lead them not go to drugs or other vices but
more art oriented that we can present as our cultural identity and
show it to the world... it's just a matter of choice and decipline i
think... and of course the proper guidance. it'll be nice and
productive as a whole.... that' the positive point....
but for now it's not the priority i guess so no big deal no
personalan, chat lang... yes education is necesary and it's also
limitless. we have to find the beauty of its person and individual
with their unique abilities and talents if not gifts... that's i think
is more development... rather than making walls of ppa's of culion,
coron and puerto.... :)

we cannot afford to make mistakes...
it'll be suicidal and it'll be painful.
we have to settle many things...
our foundations are not that strong yet i can feel it.
and for the beauty sake and growth
let's grow up...
ask for advice first from our elders
before making your childish
postings and irresponsible
messages and comments and decisions...
even those 'kanto' sayings
it's funny but it's dangerous too.
we have to ask for guidance.
and please let's trust that person
that we'll ask for advice

we're in a serious situations now
people of culion are now beginning
to realize our presence
if not our true purpose
or motives... one mistake
then we're dead!
dead as those 'trapos' and the like...
we'll dig our own graves
and that is more painful than
leaving our families and the like...

there's something missing
in our boat/s
we have to find it now
before it's too late...
let's study things thoroughly
we have to be extremely attentive
to all details and accuracy of all
our endevours and a thorough analysis
of our true situations...
we need more times and patience.
and for now on
let's be open and attentive to all.

we will tell anything from our minds
but with responsibilities & face consequences...
cause everyone could be in the
learning process... there could be pains
on that stages
that's why we need courage to accept things
and at the end everybody will be happy & gay...

flaws of PPA & the PETITION



A NUMBER OF UNFOUNDED ASSERTIONS OF PPA


The Philippine Port Authority (PPA) has established a Port system on the center of the Old Town; Presently the seat of the municipality. Whereby, the site is the Old Pier, which is a Historical Site. It is the Landmark in the founding of the Colony and a Cultural Heritage of the people of Culion as the best recreational area, i.e.

1. The Marina locally known as "BASIN" which serves as the best training ground for amateur swimmers and the district swimming team,



2. the Children's Park was Lara Park,



3. the Communication Tower which one of the last two(2) remaining American Communication Towers in our country,



4. the nearby Sacred Heart Chapel, (practically the chapel is in bad location now..)

5. and the municipal center and economic lifeline for sustenance fishing by the residents of Culion. "PASABIT" "PAKASKAS"



Destroying all of these with serious drastic effect to the existing socio – economic and cultural well being of the people of Culion and eventually erase the aesthetic beauty of the Old Town.

The Old Town known as Poblacion is not for all practical reason suitable and ideal place and site for the development of an industrial and commercial port;



1. The road network leading to the Old pier is narrow with NO ROOM FOR EXPANSION. Thus, if the port system is allowed to be continued and established the volume of traffic of cargoes and passengers cannot be accommodated by the existing networks of roads and will result to negative environmental impact to the general area of Poblacion and may consequently result to negative economic impact to the Municipality.

2. The proposed PPA is within the 5 miles radius of another PPA situated in Coron Municipality. Thus, violated of its own basic policy, not to establish the two-port system within the 5 miles radius.



3. The old port is not a SAFE haven for all sea crafts during bad weather inclement such as typhoon and strong north easterly winds "AMIHAN", nor does it merit horizontal expansion as both sides ends to
protruding intertidal reef zones which are incidentally being proposed as marine protected areas.



4. The draft of comprehensive land and water use program is now compromised as the old port and its vicinity has been proposed by the local residents to be zoned as a tourism port, park, facilities and
destination.

5. The CLWUP (the people) proposes to develop a Fishery Port in the Jardin – Culango coastal area and an International Container Port at the Halsey Harbor. Thus, incontradiction to the will of the people.

! There was an inadequate public hearing and consultations of this project. no people involments!

! THE LOCAL LEADERS WERE MADE TO BELIEVE THAT THE PROJECT ONLY INTENDS TO REPAIR AND IMPROVE THE OLD PORT WITHOUT NECESSARILY DESTROYING THE LANDSCAPE INCLUDING RECLAMATION OF THE BASIN AND THE FENCING OF THE AREA.

! The public has yet to be informed and cleared regarding the contract or agreement entered into between the Municipality and the PPA. The development plan of the project by which

articles of agreement and details of work including financial statements

should have been published or posted in public places,
whether or not the project have complied with the necessary Environmental Impact Assessment,
Environmental Compliance Certificate or Project Statement; further what mitigating measures are being done to reduce or compensate the negative socio – economic, cultural, historical and recreational impacts the project may bring.


so ppa of culion is in FACT ILLEGAL!!!

Ito ang paliwanag sa isyu ng basin at PPA:

Ang sentro ng Culion – ang Barangay Balala – ay hindi praktikal o hindi naaayon na pagtayuan ng tinatawag na INDUSTRIAL o COMMERCIAL PORT sapagkat:

1. Ang daanan nito gayundin ang daan patungo sa pier o pantalan ay makitid at masikip at hindi naaangkop para palawakin pa ito. Samaktwid, kung ang port system ay papayagang manatili at palalawigin pa, ang trapiko ng mga pangarga at pasahero ay hindi na kayang pagkasyahin pa ng kasalukuyang makitid na daan na magiging sanhi ng hindi magandang kahahantungan ng natural na kapaligiran sa lugar at maaaring maging sanhi ng pagkasira hindi lamang ng ekonomiya pati na din ang imahe ng munisipalidad.

2. Ang panukala ng PPA ay dapat wala sa layong limang milya o 5 miles radius ang pagitan nito mula sa isa pang pantalan ng PPA. Ang malapit na PPA sa Culion ay ang kalapit nitong munisipyo ng Coron na nasa limang milya o 5 miles ang pagitan ng layo. Samakatwid ay nasuway ng PPA mismo ang sarili nitong panukala.

3. Ang pantalan na ngayon ay kinatatayuan ng PPA ay hindi ligtas sa lahat ng uri ng sasakyang pandagat dahil sa mga naglalakihang alon na humahampas dito lalong lalo na kapag masama ang panahon; bagyo, HABAGAT at AMIHAN. Hindi din naaangkop na palakihan o pahabain ang pantalan dahil sa ang paligid nito ay mababaw na kung saan nagraramihan sa paligid nito ang mga coral reef na minsan nang iminungkahi ng local na pamahalaan na gawin bilang isang MARINE PROTECTED AREA.

4. Ang ibinalangkas na Comprehensive Land and Water Use Program o CLWUP ay naaayon lamang para sa luma o dating pantalan at ang paligid ng pantalan ay iminungkahi bilang isang pang turismong pasyalan at destinasyon lamang.

5. Sa CLWUP ay napapaloob din na ang planong pantalan o daungan para sa pangkabuhayan o para sa mga mangingisda ay itatayo sa mga tabing baybayin ng Baranggay Jardin at Barangay Culango. Ang International Container Port naman, ayon sa plano ay itatayo naman sa Barangay Halsey.

6. Bago pa man itinayo ang PPA, wala nang naganap na konsultasyon sa taong bayan kung payag ba sila na ito ay itayo sa basin. Hindi man lang tinanong ang sentimyento ng taong bayan tungkol sa proyektong ito na pagtayo ng PPA!

7. ANG MGA LOKAL NA LIDER NG CULION AY NAPANIWALA NA ANG PROYEKTO NG PPA AY PARA LAMANG AYUSIN ANG LUMANG PANTALAN AT HINDI SISIRAIN O GAGALAWIN ANG NATURAL NA ANYO NITO KASAMA NA ANG BASIN. SILA AY NAPANIWALA DIN NA HINDI TATABUNAN ANG BASIN AT HINDI BABAKURAN ANG PALIGID NITO.

8. Ang publiko ay dapat naabisuhan ng maayos bago pa man itinayo ang PPA. Dapat ay mayroon pagsang ayon mula sa mamamayan at dapat naipaliwanag ang kontrata o ang kasunduan ng PPA at ng Munisipyo. Dapat ay naipaliwanag sa mamamayan ang development plan nito kasama na ang mga artikulo ng kasunduan, ang detalye ng trabaho’t proyekto at pati na rin ang kabuuang gastos ng proyekto.

9. Dapat ipinagbigay alam muna sa publiko kung ang proyekto bang ito ng PPA ay naaayon sa Environmental Impact Assessment; kung ito ba ay merong Environmental Compliance Certificate o Project Statement; kung anu-ano ang magiging epekto ng proyekto para sa ekonomiya, kultura, kasaysayan at kaligayahan ng mamamayan.

10. Ngunit, wala sa alinmang nabanggit ay nangyari bago pa man naitayo at hanggang sa maitayo na ang PPA sa Culion

WHEREAS INDUSTRIAL PORT REQUIRES A WIDE ACCESS ROAD TO AND FROM PRODUCTION AREAS AND DELIVERY OF GOODS FROM PORT TO RECEIVING ENDS, WHICH MUST BE ACCESIBLE BY CONTAINERIZED VEHICLES AND OTHER MEANS OF LAND TRNPORTATION FOR PASSENGERS AND CARGOES

WHEREAS THE PRESENT PPA DOES NOT HAVE ACCESS ROADS TO CATER REQUIRED TRANSPORTATION AS THE SITE IS LOCATED IN A GENERAL RESIDENTIAL ZONE WHICH IS THE HEART OF THE MUNICIPALITIES WITH EXISTING COMERCIAL, INSTITUTIONAL RESIDENTIAL ZONES AND VERY NARROW ROAD SYSTEM THAT CANNOT ACCOMODATE CAGO OR PASSENGER VEHICLES TO AND FROM OUTLYING BARANGAYS AND OR PRODUCTION AREAS
WHEREAS, THE PPA IS LOCATED IN A MARINE AREA OR ZONE OBSTRACTED BY SHALLOW AREATHAT WILL LIMIT DOCKING OF LARGE CARGO VESSELS OR BOAT OR BIG PASSENGER SHIPS AS THE REEF BOTH SIDES OF THE PORT CANNOT ANYMORE MAKE ROOM FOR FURTHER EXTENSION OF THIS SUPPOSED INDUSTRIAL PORT

WHEREAS THE PPA IS LIKEWISE SITUATED IN AN OPEN WATER AREA VULNERABLE TO WEATHER INCLEMENTS AND DOES NOT OR CANNOT ENSURE SAFE HAVEN FOR VESSELS OR SHIPS DURING BAD WEATHER

WHEREAS PPA CULION IS WITHIN 5 MILES RADIUS OF PPA CORON , THEREBY IN VIOLATION OF PPA RULE NOT TO HAVE SIMILAR PORT SYSTEM WITHIN THAT LIMITED DISTANCE

ANG AMING PETISYON:

Kami ay nananawagan sa kinauukulan ng PHILIPPINE PORT AUTHORITY (PPA) at sa MUNISIPYO NG CULION na kami ay hindi sumasang ayon sa pagbakod ng pantalan, pagtambak ng lupa sa basin at ang buong pagkasira nito. Sa halip, kami ay nananawagan na lisanin ang basin at ilipat ang PPA sa isang lugar sa Culion na sadyang nakatalaga lamang o nakareserba para dito at imbes ay ibalik ang basin para ito’y gawing pantalan lamang para sa turismo at para sa iba pang maliliit na transaksyong pandagat.

Dahil sa ang kasalukuyang lokasyon ng PPA ay sa sentro ng Bayan ng Culion, lumalabas na   ito ay nagiging INDUSTRIAL ZONE sa loob ng GENERAL RESIDENTIAL ZONE at hindi naaayon sa LAND AND WATER USE PLAN ng munisipyo;
 
Dahil sa ang INDUSTRIAL PORT ay nangangailangan ng malapad na daanan mula sa at patungo sa pagdadalhan ng mga produktong dala ng mga barko, na kung saan ay ginagamitan ng mga CONTAINERIZED na sasakyan, at pati na rin ang iba pang mga sasakyang panlupa para sa mga pasahero at iba pang mga pangarga;

Dahil sa, ang kasalukuyang pantalan ng PPA ay nasa MARINE PROTECTED ZONE at nasa mababaw na parte ng dagat dahilan para mapigilan ang pagdaong ng malalaking barko pang komersyo at pang pasahero, at dahil na rin sa hindi na pwedeng mapalakihan pa o mapalapad ang pantalan para sa malalaking barko;
Dahil sa ang kasalukuyang pantalan ng PPA ay nasa lugar na kung saan ang hampas ng alon ng dagat ay malalakas at malalaki lalong lalo na pag masama ang panahon at ang seguridad ng mga barkong dadaong ay apektado;
Dahil sa ang PPA CULION ay nasa limang milya o 5 miles radius ng PPA CORON, isang pagsuway sa panukala ng PPA na hindi pwedeng magkaroon ng parehong PPA sa nabanggit na distansya;
At dahil sa ang PPA CULION ay kaya lamang magbigay serbisyo para sa mga maliit na sasakyang pandagat at barko, at kulang ang kapasidad ng pantalan nito para sa mga malalaking uri ng barko tulad ng RORO at SUPERFERRY, at nililimitahan ang pangangailangan nito para maging isang INDUSTRIAL PORT;

The Philippine Port Authority (PPA) has established a Port system on
the center of the Old Town; Presently the seat of the municipality.
Whereby, the site is the Old Pier, which is a Historical Site. It is
the Landmark in the founding of the Colony and a Cultural Heritage of
the people of Culion as the best recreational area, i.e.

1. The Marina locally known as "BASIN" which serves as the best
training ground for amateur swimmers and the district swimming team,

2. the Children's Park was Lara Park,

3. the Communication Tower which one of the last two(2) remaining
American Communication Towers in our country,

4. the nearby Sacred Heart Chapel, (practically the chapel is in bad
location now..)

5. and the municipal center and economic lifeline for sustenance
fishing by the residents of Culion. "PASABIT" "PAKASKAS"

Destroying all of these with serious drastic effect to the existing
socio – economic and cultural well being of the people of Culion and
eventually erase the aesthetic beauty of the Old Town.

The Old Town known as Poblacion is not for all practical reason
suitable and ideal place and site for the development of an industrial
and commercial port;

1. The road network leading to the Old pier is narrow with NO ROOM FOR
EXPANSION. Thus, if the port system is allowed to be continued and
established the volume of traffic of cargoes and passengers cannot be
accommodated by the existing networks of roads and will result to
negative environmental impact to the general area of Poblacion and may
consequently result to negative economic impact to the Municipality.

2. The proposed PPA is within the 5 miles radius of another PPA
situated in Coron Municipality. Thus, violated of its own basic
policy, not to establish the two-port system within the 5 miles radius.

3. The old port is not a SAFE haven for all sea crafts during bad
weather inclement such as typhoon and strong north easterly winds
"ANIHAN", nor does it merit horizontal expansion as both sides ends to
protruding intertidal reef zones which are incidentally being proposed
as marine protected areas.

4. The draft of comprehensive land and water use program is now
compromised as the old port and its vicinity has been proposed by the
local residents to be zoned as a tourism port, park, facilities and
destination.

5. The CLWUP (the people) proposes to develop a Fishery Port in the
Jardin – Culango coastal area and an International Container Port at
the Halsey Harbor. Thus, incontradiction to the will of the people.

! There was an inadequate public hearing and consultations of this
project. no people involvements!

! THE LOCAL LEADERS WERE MADE TO BELIEVE THAT THE PROJECT ONLY
INTENDS TO REPAIR AND IMPROVE THE OLD PORT WITHOUT NECESSARILY
DESTROYING THE LANDSCAPE INCLUDING RECLAMATION OF THE BASIN AND THE
FENCING OF THE AREA.

! The public has yet to be informed and cleared regarding the
contract or agreement entered into between the Municipality and the
PPA. The development plan of the project by which

articles of agreement and details of work including financial statements

should have been published or posted in public places,
whether or not the project have complied with the necessary
Environmental Impact Assessment,
Environmental Compliance Certificate or Project Statement;
further what mitigating measures are being done to reduce or
compensate the negative socio – economic, cultural, historical and
recreational impacts the project may bring.


so ppa of culion is in FACT illegal...?

there was also some plans at halsey area where they can build new
ports and develop the area
as what you mentioned of searching or establishing new town site.

so we have possible sites of port that are more practical and
reasonable... they are the old port going to gitna, culango going to
baldat and the halsey. which are also deeper and more safer...

i've learned also that there was some studies going on about this
ppa but they rush it out because of some reasons...

yes i know port is good factor of developing the town
but it shouldn't be the cause of the destructions of those
historical site... cause they were tourist attractions too. we only
need to repair and preserve them. just like the other country who
really value the history of their places... they build new and
modern places in other areas but not destroying valuable lands and
buildings...

this is a positive & poductive discussion
i just want to know more about ppa

Again I would like to share one of my letters pertaining ppa of culion
I know this is an old if not dead issue. Everybody seems to accept it. I want to post this just to inculcate my self... What could be my misconception or mistaken belief with regards to this power of executive order No. 403... Last centennial there was a prominent visitor who acknowledge and approved this project because for him it is essential and necessary simply because it is called development. Ok but does it balance the nature of ordinance and peoples involvements? Between natural environment & community against betterment? and this is also my reflections with regards to his approvals... my argument is this “basin is the heart of my community, of brotherhood and of family. It is the symbol of my becoming, my joys, and youthfulness. The destruction of it is the undoing of my past and of my community.” so I need some justifications of this cruel orders which is for me is just to maintain their political positions.... correct me I could be wrong and if not then reveal the proper order... things are in observance... to balance things. and I hope that this could be a productive moments...

Development has many levels, many variations to the same tunes, but the question lies…. What is the difference between personal achievements and the ability to develop for the good of all, that which is essentially a kind of development that is enforced to help the weak. The poorest. The powerless. The humanity.

Development can reduce community when it utilizes all the elements of forces only for one’s disposal in order to protect one’s own self interest. In macro point of view it applies to all forms of human desideratum..

The function of it uses only for one’s own personal self-interest is in fact the act of propelling ones self over another. It is what the psychologists described as Ego-consciousness… the lowest form of consciousness that is vest to the animal instinct of survival... The “survival of the fittest”? They will do anything to survive? It’s simply serving their egoistic self...

Then, who are the fittest in culion? The kings and queens of puerto prinsesa? Who are their sycophant who cannot repress their animal instinct… and frustrate their neighbors not more than their community... adoring their sham icons. Buying all balangays...

So what is true development? Is it building accesses for one’s own survival? Or is it the reflection of growth that encounters with the complexity of modern life? can we call ppa growth?

What is true development? Is it the marina or the people? ppa or basin? Is it the enjoyment of growth, or just a way of escaping this banal existence? Escaping downfalls...

What is true development? Is it the aesthetics formation of buildings or port, like concept or ridiculous ideas of this apocryphal claims of serving their people? Or is it the springing and a call from the depths of actuality where works are made to articulate the spirit of involvements…What is this advancement? Why are they confusing? Why when things evolve it becomes so disrectful, bogus and blasphemous. Pretending like god or serving?

Why is it always painful to go out there and view those empty walls where the abysmal void hurt with the shameless plasticity of it all? Why do we have to make walls of isolations on progress and betterment? Why do we have to clog and cast off commonality? Why do we have to wall the basin and pantalan?

Why is it that this development seems to have lost its spirit and moralities?

What are great achievements and strides made of? Why does it seem that while we experience accomplishments in businesses or productivity (DO WE?) we find the equal deterioration of the bayanihan spirit found in community? The spirit of oneness and solidarity... but instead we have apathy and torpidity. We have walls of ppa.

The complexities of modern life have become so bizarre as the philosophy of materialism have been well applied to defeat underdevelopment --- transforming money as the basic essential commodity that will feed the human body... Ah I think they’re just serving survival instinct... Then life might become formidable, unreasonable, vexatious and weaked, so painful, so sad and morose. Transforming the port into business... But where are the ships?!

Development includes business and can order by laws of the president or governor or mayor... a kind of system.
Yes indeed a system is a system that without which we cannot function in an organized way. The system is in place in order to create an illusion of control… the laws of man… of government… of industry or business… of this so called development.

But the problem lies not in the system or laws. It lies in the hearts of man or woman where the system becomes the end, the means to an end. It is a kind of system where progress has been assign to a mere survival -- where people denounce involvements, belongingness, in place of indifference... of money?

But development is not for the weak hearted nor for those ego-conscious-mind who only serve their animal instinct where reasons are irrelevant and nonsense…please, it is not for them all!

Development should be the backbone of a town. It must be effective and produce good results. Its created projects must depict, capture and document great achievements of great people’s way of life and values. Without it a place perhaps may not have been existed. Great minds that move the course of a community’s future know the value of development as an essential component in the promotion of ethics of pure life… evolvement is a community canonization. It is therefore an idea that development should belong to the people, for the people and by the people… yet look around culion?

Jose Rizal said: PEOPLE WHO DO NOT KNOW WHERE THEY CAME FROM DO NOT KNOW WHERE THEY ARE GOING. The reason we do not have a sense of country is that we do not have a sense of history.

The best thing we can improve Culion is not ONLY that we have more natural resources, and how to be productive on this area.... we also need better political system or even better leaders.and most of all the people should have a sense of community. The spirit of involvement. HERE LIES THE MAJOR PROBLEM. Not to mention the budgets!

I am going back to the past, because i’m questioning the present in order to see my future.. Above all, I get to
have a sense of belonging to the community, or as that sublime Filipino word goes, "malasakit" for it. This is my compassion for the community, my sympathy for the community, my desire to do something for the community.

Basin is the product of my past. And it represents the beautiful values of our parents and grandparents; to preserve it is to preserve the memory of the great things they have done; their suffering, their love for one another; their laughter, their tears, their hopes, their dreams. They wanted to tell me or us that we are standing on the shoulders of great men; that we should
Not forget their warm hearts and their sacrifices; that we should treasure, and honor the beautiful gifts they have left us. at the least the “malasaki” they have done and endure... and one of this is the symbol of basin...

Again my argument is “basin is the heart of my community, of brotherhood and of family. It is the symbol of my becoming, my joys, and youthfulness. The destruction of it is the undoing of my past and of my community.”

I want to remember my past. I want to preserve my past and one of the great memories of it all is the Marina... or basin.

Ten or twenty five years ago during or before the full moon we usually play many games in this place, like hide & seek, 'taragtagan', 'maro-maro', 'turubigan' and other games. Sometimes we just simply watched the moon while chatting and sharing our stories & jokes. We also play some guitars or just the plastic drums singing o “maliwanag na buwan” and other stupid songs...

Then during the day we will go swimming after our pasabit the traditional way of fishing at pantalan which I think originally made in culion. Of course by the pasabit experts Bingel and manong Nonoy Taal and many more. Some had their pakaskas also on their bancas. fishing by the dawn... also to mention the protections of the bancas inside it.

Basin was where we all learned how to swim. From the first 'langoy-aso' stroke to all the swimming strokes like breaststroke, freestyle, backstroke and butterfly... then to the daring jumps from stairs to pantalan. We also went to coral reef diving wearing our handmade goggles to watch the spectacular beauty of corals and fishes. We even try to chased the 'tunggaw', 'sap-sap', and 'matambaka' around the posts of pantalan. In this way we'll learn how to dive deeper in the sea holding our breath for a long time. Then on the 'pantalan' with all the other kids holding our hands, we run and jumped to the sea swimming farther to the deep sea... and when there were wooden ships from manila we'll go to the top jumping from the roof and swam back to basin...

When we already master all the strokes of swimming we'll go practicing for the swimming competitions in our schools and fiestas and for the palawan provincial sports meet to the region IV athletic meet the STRAA. I still remember when we were practicing for the swimming competitions, we swam starting from basin to Jardin shore then back to 'pantalan' and continue to the back of the Immaculate church shore in the colony then back to basin, tracking the coral reefs of Culion proper. A marathon swimming... So those were the years that we produce or introduce swimmer champions for the whole palawan. not to mention the future swimmer athelete that is becoming...

During San Juan which is the rainy season the whole community and families were gathering around the place for picnic and of course “basaan ng dagat o tubig” with all their snack foods and some drinking sessions while playing... even there were all kinds of jelly fish we run around from basin to pantalan and jump while the rain were showering us. everybody were very cautious about the jelly fish but still some of us were stung by its venomous string-like stingers.

But aside from these dangerous jellies, I remember one time, one of the magical moment that really happened there that I cannot forget. That was rainy day when even the sun was shining.... there was a rainbow right in front of us circling around pantalan.. all of us were hypnotized! and we all jumped straight on the rainbow. We were shouting with joy and laughters. looking for the golden pot jokingly. It was pure happiness, the most enchanting moment about 'pantalan' and basin. Nothing can compare to that experienced we had on this place, simply pure joy. simply full of life.

and now look at the place called development by the president, the governor, the congressman, the mayor, the people. development for what? what kind of product are they shippings or producing? importing goods from other places. look at the site it’s full of tricycle that cannot even maneuver on the roads of balala. not to mention the talipapa traffic and becoming polluted...and many more conflicts... it looks ugly. lonely and empty life! (for me)

But culion might still have its hope and dreams... a challenge for all.
and this query will forever live in everyone’s mind, dwelling in everybody’s heart and nailed in all human spirit... without this life can be more sinister. can become more like PPA of culion.

farewell my joy, my youth... my community.

GABAY sa MAG-AARAL PROJECT.

greetings
i'm back to kuwait
arrived here 3am today

i'm really sorry
for not communicating too much
for the group and all
it's really hard
too many activities also there
and have to spent quality time for the family... as expected

anyway the gift giving was really nice
and successful
everybody was happy
in a simple gifts
that we gave...
even it seems not enough for others
but we show our hearts
and the joys of giving...
that is more than enough
and maybe next time
we'll try to plan in advance
and organized more...
we were chasing times.

but i really enjoy those chasing times
when we were giving gifts to tangay
it was fun...
they were very happy about the rice
and coffee plus sugar. and more...
package deal ika nga... parang tourism
thanks to ate nida gacayan... and the angels.
they also have the candies and biscuits
in wraps. we gave everyone who pass-by
the road... old and young
tricycles and jeeps...
bicycle ang motorbikes... etc
everybody were conscious
of photographs... possing as models. hihihi
by the way the photos are still in editing sessions
i'm checking the resolutions
so i can post them all
to save some memories...
and have those time freeze.

there are mixes of comments
i received with regards to our first project
the gift giving...
i heard many things
negatives and positives...
and it's sad to hear the negatives but we will move on...
most of the things they said are kind of personal
and with malice or intrigues
even in me they have already some intrigues...
maybe it's just a kind of curiosity... at least they are curious of our group.
but of course there are positives.
especially on children... they'll realized the values of sharing and giving.
of charity and service.

but the point is we introduce
our group to the community in general
even they still don't understand
and as what we will always
emphasize here
we will concentrate on the community development...
yes we started on donating things
but as we'll move on
we'll give them one day
their own source of income
maybe for the tangays we can give them one small banca
for each family and a 'pasabit' or 'pangawil'
to support their own family
esp. those whom we called least of our brothers and sisters
we will continue to learn from them too
and share with each other...
then for the schools
maybe one day we'll
try to motivate more teachers
and teach them to love their professions
and teach the pupils as their own kids
the future of our town if not of the country.
maybe we'll train more good teachers as kuya orly suggested...

then life will always be beautiful
great and small... negative or positive
sometimes we'll just perceived them as
colors of the rainbow...

Building an authentic community...

"Conscious community building" is a process of building a shared
story, and consensual decision making - made by mutual consent without any further act (as in writing), built upon respect for all individuals and embracing or inclusivity of differences...

This process goes through four stages:

First stage is called Pseudo-community: Where participants are "nice with each other", playing-safe, and presenting what they feel is the most favorable sides of their personalities. being careful with their words and postings...

The second stage is Chaos: When people move beyond the inauthenticity of pseudo-community and feel safe enough to present their "shadow" selves. This stage places great demands upon the facilitator for greater leadership and organization. as we are all mature person...

The third is Emptying: This stage moves beyond the attempts to fix, heal and convert of the chaos stage, when all people become capable of acknowledging their own woundedness and brokenness, or even powerlesness or helplessness common to us all as human beings. Out of this emptying comes the final stage called

Authentic community: the process of deep respect and true listening for the needs of the other people in this community. This stage can only be described as "glory" and reflects a deep yearning in every human soul for compassionate understanding from one's fellows. "A unity of will" of face-to-face or virtual personal interaction governed by sentiments of trust, co-operation, and altruism - "unselfish concern and devotion to the welfare of others" The proportion of, and degree to which, individuals are ready to sacrifice benefits to themselves for the benefit of the organization as a whole (reflected in degrees of generosity, individual humility, communal pride, mutual supportiveness, loyalty, concern, camaraderie, sister/brotherhood etc.)

8. we will made our community a lovers of mankind especially the weak & powerless, and the determined upholders of its best and truest interests,
9. to recognize our interdependence, our wholeness and unity,
10. and to acknowledge the bond that vitally links us as our experience in living the ideals of Community growth and evolvement.

Beyond our sense of friendship and fellowship and social interaction there is the reality unity... Service to humanity and a commitment to a deeper level of engagement with each other, the families and the problems of culion in general…

Culion is in deep divisions until now....

and we're in the process of healing it...


then, it is natural that we bump up with all those conflicts
we just have to be matured enough to accept things in good perspective... it seems irrelevant or unconnected but it'll help also in other ways like we're learning more about our members. they are revealing their true selves and identity... it's nice to know other members!

OBJECTIVE
community empowerment:


1. Altruism: unselfish concern and devotion to the welfare of others

The proportion of, and degree to which, individuals are ready to sacrifice benefits to themselves for the benefit of the organization as a whole (reflected in degrees of generosity, individual humility, communal pride, mutual supportiveness, loyalty, concern, camaraderie, sister/brotherhood etc.). .

As an organization or community develops more altruism, it develops more capacity. (Where individuals, families or factions are allowed to be greedy and selfish at the expense of the organization, this weakens the organization).

2. Unity: oneness as whole body with its unique function and cannot be separated

Unity means a shared sense of belonging to a known entity (ie the group composing the organization). Although every organization has divisions or schisms (religious, class, status, income, age, gender, ethnicity, family etc), the degree to which its members are willing to tolerate the differences and variations among each other and are willing to cooperate and work together, a sense of a common purpose or vision, shared values.

3. Communal Services: share of common goods

An organization's facilities and services (all materials of members), their upkeep (dependable maintenance and repair), sustainability, and the degree to which all the organization's members have access to them. .

The more that members have access to needed communal (group) facilities, the greater their capacity of the organization.

4. Leadership: Guidance, direction

Leaders have power, influence, and the ability to move the organization. The more effective its leadership, the more stronger is an organization. The most effective and sustainable leadership (for strengthening the organization, not just strengthening the leaders) is one that operates so as to follow the decisions and desires of the organization as a whole, to take an enabling and facilitating role. As simple as coordinating.

Leaders must possess skills, willingness, dedication and some charisma. The more effective the leadership, the more capacity has the organization. (Lack of good leadership weakens it).

5. Confidence: belief in the powers, trustworthiness, or reliability of a person or thing

While expressed in individuals, how much confidence is shared among the organization as a whole? eg. an understanding that the organization can achieve what ever it wishes to do.

Positive attitudes, willingness, self-motivation, enthusiasm, optimism, self-reliant rather than dependency attitudes, willingness to fight for its rights, avoidance of apathy and fatalism, a vision of what is possible. Increased strength includes increased confidence.

6. Communications: to impart knowledge and to give to another

Within an organization, and between itself and outside, communication includes speaking, electronic methods (eg cellphones, Internet, etc.), printed media (newspapers, magazines, brochures, newsletters), networks, mutually understandable languages, literacy and the willingness and ability to communicate (which implies tact, diplomacy, willingness to listen as well as to talk) in general.

As an organization gets better communication, it gets stronger. Poor communication means a weak organization.

7. Trust: adherence to moral and ethical principles, reliance on the integrity, strength, ability, surety, etc.

The degree to which members of the organization trust each other, especially their leaders, which in turn is a reflection of the degree of integrity (honesty, integrity, dependability, openness, transparency, trustworthiness) within the organization. .

More trust and dependability within an organization reflects its increased capacity. (Dishonesty, corruption, embezzlement and diversion of organizational resources all contribute to organizational weakness).

8. Organization: the state or manner of being organized.

The degree to which different members of the organization see themselves as each having a role in supporting the whole (in contrast to being a mere collection of separate individuals), including (in the sociological sense) organizational integrity, structure, procedures, decision making processes, effectiveness, division of labour and complementary roles and functions.

The more organized, or the more effectively organized, an organization is, the more capacity or strength it has.

9. Common Values: Values in life, Moral

The degree to which members of the organization share values, especially the idea that they belong to a common entity that supersedes the interest of members within it.

The more that an organization's members share, or at least understand and tolerate, each other values and attitudes, the stronger their organization will be. (discrimination, prejudice and bigotry weaken a community or organization).

10. Networking: a supportive system of sharing information and services among individuals and groups having a common interest

It is not just "what you know," but also "who you know" that can be a source of strength. (As is often joked, not only "know-how," but also "know-who" gets jobs). What is the extent to which the organization's members, especially leaders, know persons (other agencies or organizations) who can provide useful resources that will strengthen the organization as a whole?

The useful linkages, potential and realized, that exist within the organization and with others outside it. The more effective the network, the stronger the community. (Isolation produces weakness).

11. Intervention: To involve oneself

What is the extent and effectiveness of animation, of involvements (understanding, management, awareness, stimulation, motivations etc.) aimed at strengthening the organization? Do outside or internal powers increase the level of dependency and weaken the organization, or do they challenge the organization's members to act and therefore become stronger?

Is the intervention sustainable or does it depend upon decisions by outside donors who have different goals and agendas than the organization itself? When an organization has more sources of stimulation to develop, it has more strength.

12. Political Power: participations in local or decisions

The degree to which the organization can participate in national and district decision-making. Just as individuals have varying power within an organization, so organizations have varying power and influence within the district and nation. .

The more political power and influence that an organization can exercise, the higher level of capacity it has.

13. Skills: A developed talent or ability, Proficiency

The ability manifested in individuals, that will contribute to the organization and the ability of it to get things done that it wants to get done, technical skills, management skills, organizational skills, mobilization skills etc.

The more skills (group or individual) that an organization can obtain and use, the more empowered is that organization.

14. Information: "knowledge communicated"

More than just having or receiving unprocessed information, the strength of the organization depends upon the ability to process and analyze that information, the level of awareness, knowledge and wisdom found among key individuals and within the group as a whole.

When information is more effective and more useful, not just more in volume, the organization will have more strength. (this is related to, but differs from, the communication element).

15. Wealth: All goods and resources having value in terms of exchange or use

The degree to which the organization as a whole (in contrast to individuals within it) has control over actual and potential resources and the production and distribution of scarce and useful goods and services, monetary and non-monetary (including labour, land, equipment, supplies, knowledge, skills).

The more wealthy an organization, the stronger it is. (When greedy individuals, families or factions accrue wealth at the expense of the organization as a whole that weakens the organization).

16. Context (aPolitical and Administrative):

An organization will be stronger, more able to get stronger and sustain its strength, the more it exists in an environment that supports that strengthening. This environment includes
(1) political (including the values and attitudes of the leaders, laws and legislation) and
(2) administrative (attitudes of civil servants and technicians, as well as Governmental regulations and procedures) elements. The legal environment.

When politicians, leaders, technocrats and civil servants, as well as their laws and regulations, take a patronizing approach, the organization is weak, while if they take an enabling approach to the organization acting on a self-managed basis, the organization will be stronger. No political patronage.

Overall Objective :
- Must be empowered to effectively engage with laws and institutions.
- Law enforcement. Laws and government programs will have no meaning unless they experience the benefits, witness their favorable impacts or participate in the implementation.
- Community participation in legal processes, complex it may seem, to help shape or refine policy. The need and opportunities for engagement in the formulation and implementation of policies.
- Envisions communities that are self-determining stewards of natural resources
- Developmental legal aid, the use of law, legal education or services as a means to empower local communities confronted with problems.

A -1: Tagbanua brothers

Perspective:

The Calamian Tagbanua

The indigenous inhabitants of Culion Island (Calamian islands) are collectively called the Calamian Tagbanua which is also how their language is called. They use the word Calamian to separate it from the Tagbanuas of mainland Palawan.

The Calamian Tagbanuas are distinguished from the Tagbanuas inhabiting the villages of the central mainland Palawan by their fishing and marine-related activities. While mainland Tagbanuas are characteristically swidden (shifting cultivators or 'kaingin'), the Calamian Tagbanuas 'are generally sea-faring people. Their life
revolves around the ayuk (lakes), talu (corals), teeb (ancestral
waters), and leyang (caves). They have a semi nomadic way of life migrating from one island to the other depending on where they can have source of foods and incomes.

During kamian, (northeast monsoon, 'amihan'), those that have luray (cave containing bird's nest) visit their caves to gather the edible bird's nest, and stay in the area for at least one month. This is their most important source of cash during this season. They guard their clan's caves where the balinsasayaw (swiftlets) builds nests to prevent other people from harvesting the nests. Climbing the limestone cliffs where the nests are is a dangerous task that can cause broken arms, legs or sometimes even death. Historical data shows that the Tagbanua have been trading edible bird's nests with the Chinese as early as the 11th century A.D. For the Tagbanuas who have no caves, the northeast monsoon is the time for them to plant rice, sweet potato, cassava, or harvest cashew fruit and 'kurot' a thorny vine bearing fruit or buds underground. They also have seasons for honey harvesting.

Abat (southwest monsoon, 'habagat') is the best time for fishing,
because the sea fronting the two villages is calm. The Tagbanuas go out to fish from Monday to Friday and generally rest during weekends. They also go spear-hunting for fish and digging sea shells along coral reefs. They also have the lato harvest season where they can sell in the main town and some barangays together with their fish and seashells as sources of their income. Some are makers of mat or 'banig' where they also sell in town together with the honey 'pulot-pukyutan'.

Calamian Tagbanua are still shy and timid. When they saw people coming to their place, they usually hide out of anxiety, but now that some of them have already been interacting with other people, they have somehow adjusted to the presence of outsiders.

Seldom can you find a Calamian Tagbanua not chewing mamaken (betel nut with pepper leaf, lime and tobacco, 'nga-nga'). It is part of their everyday activity, may it be in a meeting or chatting and this is a necessity when they do overnight fishing. The mamaken will keep their body warm because of the spicy taste.

The manner by which fish migrate in schools or groups, such as the bararawan (Rabbitfishes), closely resemble the semi-nomadic life of the Calamian Tagbanua. They fish in the sea during abat (habagat) and kamian (anihan). They do fishing by groups into Talung Dakulo (big reef), Talung Gesye (small reef) and Nataktakan reefs. They collectively go farther during low tide and return at the same time when it is high tide.

The Calamian Tagbanuas are inherently unselfish and share their fish catch with other community members when the catch exceeds what a family needs. In the past, the Calamaian Tagbanuas used to wear takyul or takwil (G-string) when they went fishing. Nowadays, they wear shorts or pants and t-shirts to protect them from the heat of the sun. Elderly women and men find it comfortable to be half-naked while tilling the soil or making mats. Most of the teenagers, however, are influenced by the way town people dress. Physically, they have fair to dark complexion, some may be short and tall. There are also families
with Chinese features, a result of intermarriages between the Chinese and natives in the early days.

On Mondays, the Tagbanuas usually go to the market to buy food and other basic needs for the whole week. The family who has a son or daughter studying in school travel back and forth to the island and dependent on the weather. This is one of the major hindrance of their studies.

The Calamian Tagbanua still use their bare hands in measuring mass and weight. They use empty milk cans to measure volume and use shadows of people to determine the time of day. They are also engaged in barter system. One of the known skills of the Calamian Tagbanua is their sense of direction. They use the mountains as their landmarks. They usually remember the portion of the mountains on their left and right, and situate themselves at the middle position. They call this kuadrant.

Because of a sustained relationship between the Tagbanuas and their ancestral land and ancestral waters, they have derived a sense of uniqueness and identity as a people, an identity inseparable from their ancestral domain. Hence, their ancestral domain is not merely the territory per se, but also the intangible aspects of the community such as its history, social relations, system of resource use and cultural identity. All these are direct expressions of the Tagbanua's relationship with their traditional territory... "Pinoy na Pinoy!"


A. -2: Tagbanua brothers

Goals:
- Building a regulative and ennobling Tangay communities in preserving their unique identity.

- Community-based Conservation Program for seafaring Tagbanua tribes identified as one of the important areas for biodiversity...

- To benefit from the resources within their ancestral territory. Given them a new tool to protect their environment and to obtain an equitable share of the economic benefits of their natural resources.

- To strengthen the overall capacity of the Tagbanua organization in terms of resource management as distribution of benefits among community members. The continuing struggle to gain sympathy from the local government units and from other foundations to confront & constructively interact with major development issues obtaining its ancestral domain to become part of the development of tourism.

- To motivate them to attend school to educate the local central
communtiy and heal prejudices among the Tagbanuas.

Research and Intervention:
- Tribal and community-based systems exist & pre-exist must be enhanced. Likewise, such indigenous systems must be developed as enforcement mechanisms.
- Tradition, Culture, Arts and beliefs or faith.
- Participant observation and oral history interviews among
Tagbanua... living among Tagbanua - observed and "participate" in daily life that centered on their living conditions and their behavior, (e.g. why they drink after their long day income?)
- A deeper understanding of their unique behaviors.
- preservation and recording or documenting of their language.
- students and school participation in understanding their way of life.

Personnel/Tasking:
- teachers / students / volunteers / historian-writers-film-documentation
- coordinators and research personnel
- community participation
- elder advisers among them
- interpreters

Recommendation:
- Reviving & Building a new Tangay community and give them a permanent claim of their ancestral or territorial domain.
- Redefining their true place in our local gov't and even to
participate in local gov't decision making and have their own
barangay/s.
- The right to manage their own affairs and
- Preservation program among their territories grant by the local
gov't. possible Certificate of Ancestral Domain Claim (CADC) or the Certificate of Ancestral Domain Title(CADT) under the new Indigenous People's Rights Act2
- Preserving Tagbanua language and literatures. Documentaries.



Overall Insights:
- Education must be a continuing or never-ending process. We must continue to be creative in seeking new ways to sustain education. If possible participation of all concern brothers..
- Interaction among them must be facilitated so they can learn from their experiences and constitute a movement that could effectively voice out their concerns.
- Security and equitable access to resources must be addressed in order to sustain tangay-based initiatives.
- Interventions in converting policy oratory into reality.
- Monitoring and evaluation mechanisms among them.

Philippines only), Zero in other agri product due to high transport cost (Batil).

shortest way to do many things is to do only ONE thing at once...

yes i have some pictures of those pearl companies around the
islands but they are not that detailed.. and i'll try to find them to
post here.. they are not really a threat to the people, actually in
positive view they are preserving also the sea cause they have
their own guards around even in the night to protect their pearls...

strict but if they know the person they'll allow you to pass even in

problems are the illegal fishing who destroyed the sea... and those thieves.

yes i have some photos of your tribes. but not that much. i
really want to take more pictures of them but i have no time to go
around the islands and i'm always alone and afraid of the sudden change of
weather... yes i will post the pictures of the tagbanuas too,
i'll search more in my files.. for the maintime let's just feel
homesick...

well said and done brod ispin...we have a tagbanua saying that more
or less goes like this..." yo pang tung me balangay, yo tu pang
ibu-log tung talse"...can any of my real tangay brothers give some
depth insight regarding this saying...been given this thought for
some time...
well bro. jong and bro. ispin et al, we are all victims of the thing
called "new development" or "continuum progress"...
or "disintegration of good morals in modern life"...or call it
whatever you want...you are all there when these things happened,
kaya lang wala tayong boses at lakas to go againts the
current...nagpaanod na lang tayo sa agos ng buhay, right?...
some of us became reactionaries who disliked all reforms which
transformed the old, traditional ways...kaya it bred discontents...
so now our brothers are greatly affected by these changes not only
physically but morally...gone are the so called "symbiosis in life",
affecting conditions of living animals which depend on each other
survivals...nawala sa ating mga katribo ang kaunting kalayaan na
gumala saan man gugustuhing paruruunan...at mangawil saan mang parte
ng karagatan para may makain...our parents ignorance put them in a
pitiful awkward position...

tangay ispin and my tangay brothers please always remember that when
our clans liberty is taken away by force, it can be restored by
force...but if it is indeed relinquished voluntarily by default it
can never be recovered...we have to do something about this...
i'm beginning to feel sad and frustrated by the events that is
happening to our dear place...I wish we could work together to find
rightful solutions...
