The Culture Change (Culion)

The Culture Change
(an allegations?)

Different attitude brings different norm and people may follow a different path. It was used to be that people in Culion are heard. The sensitivity of the elected officials to the constituent follows a define way that people follow. The chieftain listens, they got to understand for they were made part or passed along the same way that the people came from. Same experience means same knowledge. Same knowledge converges on the same goals. Everybody plays a part for the real and generally productive goal brings unity beyond individual differences.

These premises are the precept of the people in Culion. They believe that Culion must pursue its dream as build up by the past they called ‘Golden days’. The people who labored for its wonderful existence knowing that it is for us to share what was then, what was now and what tomorrow may bring. The fruit of the labor of those who sacrificed that Culion maybe what it is now must be share by those who followed their footstep and not to be drastically change by whomever now says they have better vision - a vision founded not on the people’s mind but rather on those who believe from their own experience outside of Culion.. Their ideas are no t only apart to the people; it is rather contrary to the well being of the populace. It does not conform to the principle of equity and justice. It will not give the people its rightful share in the distribution of its resources, particularly the land, nor will it give those who hope because they were part of the past equal opportunity to those who now advocate changes they now lead. That mandate was taken advantage by them instead of the people who once believe that it is their will that must be prospered and promulgated.

Now these unbeatable foes have the edge in grabbing lands and taking advantage of the opportunities build from the labor of the people of Culion. Now they are adopting their own strategies learned from their own experience in another but rather bizarre place. They saw what they could gain out of the innocence of the people. Never giving a damn how these innocent people of Culion has the greater needs and thus must have greater chance of having their share of dreams of land, livelihood and other economic opportunity. We are that people, and we cannot let others lead us to their own self-destructive visions. We hoped for self-determination as the people who once started to begin that dream. It is our dream, and not their self-will. And this is our land. As for the betterment of the people, we must find our way towards that fulfillment of our dream.

Now this unrightable wrong culture change continues, invading the hearts and minds of poor innocent people. Ask anyone who transformed this and who actually implement it? The answer is definitely not the executive. Nor is it the legislative, which has the power of the first. It is therefore not the desire or will of the people alike. It is strange but true that this is the command of somebody who wanted to impose their egocentric vision than what the ordinary people of culion willed and dream. We started a quest to follow that vision but it is not only ignored but also maybe deemed by them who are in power. The greatest irony is they now impose their visions without consultation or giving a damn to what or who may benefit from it.

Gone are the days when people can readily approach and become critical to elected official. They blocked the communications and possible involvement of our people or people to take charge key offices that are locals. They hailed from the former or we may even assume present residence of the executive. Talk about who is in power now, and everybody knows it is not the elected mayor... this is not an adviser, but more precisely the power behind who is now creating a culture of their own. Strange to the people, but nevertheless what they dictated or wanted to impose.

In ‘Golden days’ even bef ore they came, Culion was a conservative close knit family of people with the dynamic outlook in the future whose children are not only highly educated, but with some already in the pinnacle of success here and abroad. Others who sometime in their lives may come back not only to reminisce the past good life here, but rather to find a rightful place in Culion as they deserve, and contribute in a way in its metamorphosis as a community and as a maturing municipality.

We should have learned the lesson of Boracay, Isla verde and other tourist haven they call paradise. These may seem success story and the pride of our country’s tourism industry. But beneath the glitter of grandeur lies a bitter reality for the locals. They become the virtual slave of the establishment resort owners or the actual strangers in their own land. They are neither the entertainer or comfort giver of the moneyed guest who come and go to experience the promised satisfaction the owners had visualized. Others are the waiters and the laborer makes that the business run and profit. Thanks to the introduction of entrepreneurship, of eco-tourism this threat of slavery will be anticipated and conquered..

This tragedy of the people’s stolen power is the story of our culture. A culture lost in the quagmire of ignorance and sheer poverty. Taking advantage of what they call “mahirap makinig ang t aong walang laman ang tiyan”.. The indolence of the Filipino people as once described and spoken of by Rizal. True freedom can only be achieve if ignorance is gone and this may only be achieved if the system we have come to know as our government becomes aware of the real need of the people. These will never happen if the same leaders who want to rule, live in another world of their self-inflicted culture. A culture bourn out of their experience that needs honesty, integrity and an unwavering fidelity to the principles of justice entrusted to them, the elite and the alienated minds of these masters.

Is this the culture of Culion now?

Are we so naïve as to ignore this threat that may happen to Culion, to us? Or to our people and our place? We’ve been thrown out to the sea from our baroto?

Can you imagine Culion Pitogo becomes Coron Pitogo?

let us consider at how they manage to change our dream/s. Upon assumption of power they drastically change their priorities. First they put up intelligence fund despite the fact that peace and security was never an issue in Culion. Then a larger extent to the province of Palawan. Once they got this controversial intel fund, they centralized the budget and putting it all if not the majority of the budget to the executive fund. These were translated into building parks, improving pulang lupa, which is just adjacent to their own parcel of lot, which is also in controversy as to how they were able to acquire it. Then they build a park that once was the playground of the people. They labored to beautify culion to presumably attract visitors, at the expense of socio economic dev’t of the people. They remove scholarship for the children of Culion. Likewise they more than focused on traveling and inviting people outside to showcase their program, and to show the natural beauty of the place. Charged to intel fund or not it still defines their abrupt change in attitude. It used to be that the municipality helps indigent in medical care or hospitaliz ation. It used to be that majority of the youth are scholars or being assisted in their schooling. It used to be that the goal of the municipality is towards land ownership for the constituent. It used to be that the municipality provides fund for livelihood program, environmental protection and other socio economic development.


Heavy equipment was purchased to follow their vision for Culion. Now some if not most of it are either needing repair or out of service. It was acquired thru loan. And the burden of maintaining it or making it operational greatly affects the budget and the 20 percent dev’t fund of the municipality.

Culion: Kulturang Inaanay

Bawat ugali o kilos ay nagsisilang ng ibat’t ibang kaasalan. Bawat indibidual ay tmatahak sa magkakaibang landas ng kanyang buhay.

Ang bayan ng Culion ay kilala sa ganitong sistema. Sama-sama sa pagkilos, lahat nakatugon sa direksyon ng pag-unlad at pagbabagong pasulong ng komunidad. Lahat umaasam ng kapaki-pakinabang na pagbabago. Mapag-isip sa pagpili ng mga opisyal na manumuno sa kanila. Mula nang ang culion ay maging munisipalidad, lahat ay nakinig sa kanilang hinaing, naging sensitibo sa kanilang pangangailangan, karugtong sa pananaw at pandama at katono sa pag-iisip. Sapagkat lahat ng iniluklok na lider ay mga taga-culion. Pareho ng mga pinagdaanan, karanasan, kasaysayan at karunungan. Lahat ay kumakain sa palad ng kalikasan, walang minamasama, walang pinupuri lahat ay iisa-magkakapatid. Ang paniwalang ganito ay naging batas ng mga mamamayan. Pinanindigan nilang dapat ipagpatuloy ang kanilang nakaraan. Ayon sa pinapangarap ng nga naghirap upang ibahagi ang naging nakaraan, kasalukuyan at haharapin pa ng bayan. Ayon lamang sa kumikilala sa mga gumawa at nagdanas nang parehong sakrispisyo gaya ng mga naghirap dati ang siya lamang may karapatang makibahagi sa magandang bungang inaani ngayon. Sa anumang bungang ito ay hindi dapat pitasin o palitan ng kung sinumang makasariling pamunuan. Mga magdudunong-dunungan sa kabila ng katotohanang ay pangarap nila para sa Culion ang kanilang inuna. Anumang pagbabagong inaalay ng mga taong iyon ay hindi lang panganib sa culion kundi taliwas pa sa kaisipan ng nga mamayan dito. Hindi naaayon sa katuwiran at katarungan. Hindi pagkakaisa kundi pagkakahati-hati. Wala sa kanilang balak ang pantay-pantay na pagbabahaginan ng mga likas na kayamanan ng Culion, lao na ang lupain. Karamihan sa kanilang mga nasa pwesto ngayon ay estranghero sa culion pero sila ang gustong manlamang. Pagkakaitan nila maging iyong mga dating nagtrabaho para sa culion.
Malinaw na ang ginagawa nila ngayon ay samantalahin ang pakakataon. Anihin ang hindi nila pinaghirapan. Sapagkat nagtagumpay ang mga maitim at baluktot na pangangamkam sa ibang bayan, muli din naman nila itong ginawa sa culion. Hindi nila iniisip na pangarap din ng mga inosente at mahihirap na mamamayan ay nagkalupa, makapagtrabaho at magkaroon ng kabuhayan. Sila kasi ang higit na may karapatan sapagkat anak at apo sila ng mga nagpawis ng dugo para sa progresibong culion.

Tayo ang mga lehetimong taga culion. Huwag tayong magpaakay sa mga banyagang kaisipan patungo sa ating sariling libingan na sila ang humuhukay. Pangarap natin ang lupain ng culion ay para sa atin at sa mga mahal natin. Hanapin natin ang daan at paraan para ang ganitong pangarap ay maganap. Ito ay hangad natin, para sa atin. Lupain natin ito. Ang hangad lamang nila ay angkinin ang para sa atin. Hindi tayo papayag sa kapritsong ito.

Paano nila winawasak ang katuparan ng pangarap natin? Ganito: Simula pa lamang ng kanilang pamumuno, ang prayoridad nila ay nadama agad. Naglaan sila ng Inteligence Fund. Ang Culion po ay zero crime rate. Walang problema ng Insurgency. Ano at sino ang dpat manmanan? Para saan ang Intelligence Fund? Hindi kasi ito ino-audit. Hindi na kailangan ipaliwanag king paano ginastos. Inilagay ay pondo sa Executive Func at ginamit para pagandahin ang mga plaza lalo na sa Pulang lupa na malapit sa luping kanilang pag-aari na lubhang nakapagtataka nga kung paano ito naging kanila. Ipinagyayabang nila na kaakit-akit ang culion para sa turismo. Hindi batid ng mga turistang ito na mga mamamayan ang isinakripisyo. Wala nang pondo para sa scholarship ng mga kabataan ng culion. Abala ang mga nakaupo sa pagkamal ng pogi points at papuri ng mga taga labas, pagbibyahe at kaluhuan. Pinakikita nila ang magagandang kalikasan ng culion. Gamit man ang Intelligence Fund o hindi, kayabangan pa rin ito at mamayan ang ginawang biktima.
Dati: may pondo para sa Gamot at papa-ospital ng mga mahihirap nating kababayan; Dati: maraming kabataan ang kung hindi man FULL scholar ay may ayuda mula sa local nating pamahalaan; Dati; ang ninanais ng Munisipyo ay magkatitulong lupa ang mga mamayan; Dati: May malaking pondo para sa pangkabuhayan, proteksyon ng kapaligiran at pagpapaunlad ng Ekonomiya. Dati yon. Ngayong sila na ang nappaptakbo ng munisipyo, iba na ang pryoridad. May nabago nga. Naging masama ang layunin. Mga adhikaing nakabalot sa pangako na walang aksyon. Nag iba na ang kultura ng Culion, nabubulok! Kasi nasa puno ang anay.
Alamin natin. Kanino kayang utak ang nagmamando ng para dahan-dahang pabulukin ang dakila nating kultura? Hindi ang lehekutibo. Hindi po. Kasi walang ganung abilidad yon. May makapangyarihang estranghero ang ina-iimplementa ng gnaitong pagbabago. May invinsible na kamay na humahawak ssa manibela at batid nating sa kanal tayo ibubulid.
Winalwang kwenta kung anuman ang maganda nating pangarap. Pinaiiral kung ano ang maibigan nila nang wala man lang konsultasyon o pakialam sa kung sino kaya ang higit na makikinabang sa mga nais nilang ipagawa.
Sa kagustuhang mapabilis ang didikasyong pagpapaganda ng culion. Bimili sila ng mga Heavy Equipments, Pinenturahan para maghitsurang brand new. Subalit marami sa mga Heavy Equipment na yon, sapagkat second hand lang, ang hindi napakinabangan. Ang iba ay nagamit lamang ng ilang oras o araw at nasira na rin. Ang pagpapaayos at pagmamantino ng mga kagamitang ito ay sumisipsip nang husto sa budget para sa tao at sa 20% ng Development Fund.
Ilang mamamayan lang ban ng Culion ang nakakalapit sa mga naghaharing estranghero? Kakaunti. Iyon lamang mga malalapit sa kanila. Totoo sa kanila ang kasabihang “ Iyon lamang nasa tabi ng ilog ang nalalamigan” . Dati-rati, sinuman sa atin ang nakakapagbigay puna sa mga elected officials. Ngayon, pag pinuna mo sila, kalaban ka na..
Ang hindi alam ng marami. Ang nagpapatakbo ng Culion ay hindi ang nakaupong lider, kundi si DADDY. Si DADDY ang nagdidikta ng ginagawa at gagawin pa ng kasalukuyang mommy ng Culion. Bakit kultura ni DADDY ang ating susundin e may sarili na tayong kultura na angkop sa atin? Hindi tayo dapat gawing estranghero sa sariling lugar.
Tao ang mga mamamayan ng Culion, hindi mga pitogo na dapat bakuran at gawing sariling pag-aari. Mga kababayan, mga ka-culion, masakpal ang buhay pag nagkalat sa bayan natin ang HAYOP na nga, PLASTIC PA!!!. Baka tuluyan nang maging Pulang Lupa ang paligid.

confused filipino people..?

If Filipinos are a confused people, it is because their leaders have confused
them. If Filipinos do not follow the law, it is because their leaders are the
first to violate them. If Filipinos have lost their moral footing, it is because
their leaders have chosen to compromise. Economic depression for the majority of
Filipinos is matched by moral bankruptcy.

I agree with you. But we can not always blame our leaders. Some of them
became who they are now because of some people who bribed them to do
favors for them or voted for them in exchange for money or favors. Am I
right? I am glad you mentioned this John because I have some questions
for you and for the other members.

I have an unfortunate experience at the airport that I can't forget. It
happened when I came back for a visit in 2006 during our centennial
celebration. I saw the guy ahead of me gave the lady some money whose job
was to check and stamp the passport. Why did he give her some money for
doing her government job? Are any of you one of those people who bribe
some government officials? So when it was my turn to have my passport
stamped she immediately asked for money saying "meron ba tayong pamasko
diyan, hindi ko na binuksan ang maleta mo?" Why would some ordinary
Filipinos ask for pamasko when it's not even Christmas? I was tempted to
reply "why don't you open and check my luggage then" to make a point. But
I had to consider the long line of other passengers who were anxious to
get out of the airport just like me. I also know that it was not her job
to open and check the luggage, an excuse she used to extort money. She
was also lying because it was not her job to check and open the luggage.
I just passed the staff who does the opening and checking but did not
check my luggage. Yes, I gave her some money against my belief because I
was afraid what she might do to me, detain me for some reason and cause
trouble for me, and she could be in cahoots with other government official
there who gets a "cut" from her. How will you stop this kind of behavior
in our government? What would you say to her in a nice way to stop it?
What would you have done if you were me? Give what she asked for? If so,
when is this going to stop?

Kung tayo ay magkakaisa, mga balik bayan kababayan at huwag magbigay ng
kahit anuman sa taong nagsisilbi sa ating gobiyerno sa airport or kahit
saan branches (unless she/he is your good friend or relative that you
intended to give to), hindi ito lalala sa ating lipunan. Kaya tayo rin
ang dapat sisihin kung ang ating opisyal ay mga "crook"

This woman who is working for our government was possibly a good and
honest employee in the beginning (just giving her the benefit of the
doubt). But because of some people like the guy in front of me in line at
the airport who wanted to bend the rules in his favor, started giving her
money made this woman corrupt and she started making extra money out of
her government job. Some Filipinos are not confused, some bend the rules
to benefit them which in turn creating a "monster" in the government.

Then again, there are some government official who are really corrupt to
begin with and people are afraid of them for fear that they will be killed
or something if they don't comply to the wishes of the corrupt official.
Again there are those good and honest government official who don't stay
long in their position, just give up because some Filipinos see that they
can not bribed, then when election time comes they don't get elected by
bad corrupt citizens. Honest official don't stay long in the government
because their peers intimidated them and they gave up to protect
himself/herself and their families from any dangers. So we can not put
all the blame on our leaders or the economy entirely. This is a vicious
cycle. When is this going to end?

If or when any of you get elected to our government, what will you do to
"clean up" the violators? You have to compromise at some point but how
will you compromise without losing your integrity and honesty?

i have nothing to argue
the message has all the facts of life
and sad situations and experiences... as encountered face to face.
but would you believed
it happened to me one way or another!!
at the very airport of our country called philippines too
and i can't believed it myself
cause i fight back even risking my own life...
i called the attentions of any officials even the guards
or managers around in all my stupidity even shouting at them
in order not to compromise...
BUT in my great awe of surprises
nothing seem to happened in my very face & eyes
full of frustrations and disbelief!!!
i don't need to tell the whole story
it's simply repley's "believe it or not"
but i feel i've done the very thing they might say stupidity
as everybody was staring at me or even laughing out loud inside their heads of
what i've done of risking and courageously going out and bend my own comfort
zone...
i was crying inside me when i went away home
passing by the places where millions being spent for trips of our leader/s only
to compromised and lie to death :(
but this is the very system that i will continue to quest & conquer
a depression or even despair matched by moral decay...

i know i'm getting judgmental
so be it
because i believe in truth and justice...
there must be!!
in this sphere of human desideratum

yet i wish i could be like noynoy or cory.. lol

these situations or discourses are highly debatable
but there's undebatable when it comes to realized our situations of confusion
and abysmal bankruptcy...
i know it's so easy to write here or said than done
or when you encounter it face to face depending on the real situations
...sorry po, so tired of all these.
then (maybe)
i can just sacrifice. or be the laughing gas to everyone
and continue to risk to death..

because that's all i :(we): can do...

then religion will be truly nonsense as the atheist said. lol

Aloha, John,

I'm glad I was not the only one who had a bad experience at the airport.
You were brave and "gutsy" to risk your own life in order not to
compromise. Thank you John for sharing your experience. Luckily my 2008
visit was okay because we (Sister Emelita, SPC and I) were met by a friend
who happens to be the chief supervisor of Custom at the airport. Our time
at the check out baggage was minimized. I forgot to ask her what to do or
how I can avoid such predicament if it happened again. I just remember
this friend is here visiting her family in conjunction to their mother's
80th birthday celebration. If I remember I will ask her about my
experience, what to do next time it happens.

Tama ka dyan atie meldy. Naka imberyina talaga dyan sa airport! I also had the same experience but this time departure. Two of my co-teachers were held by the immigration purportedly kulang daw ng papers. But when my colleagues slipped $100 each! lusot na kaagad sila. Ano ba yan?!

Thanks Jesus for sharing. Wow $100.00 each is a lot. In my case I was
lucky to have a small bill. $5.00 is what I was forced to give the woman.
Kung meron akong $1.00 I probably would have given that to her instead.
I wonder how often they do this tactic to extort money from other
Filipinos, parang everyday negosyo nila yata. There is always a question
of, "What can we do to stop this? It's also a matter of "How or who can
we report these corrupt government employees?"

The problem with the airport issues " we are tolerating and enabling this to happen". I go home every year sometimes twice a year but never na ma experience ko na mag lagay sa kanila. Kahit na ang dala ko ay mga cooler I will let them open it and let them enjoy the experience of looking at the contents of my baggages.

I will only give money to the porter who assist me with loading and unloading my heavy padala's but not the people who sit there and look like vultures waiting to bite you. Don't let them intimidate you! If they want to look at your belongings let them and wait for them patiently till they are satisfied but do not give them any money. Anyway, ang mahalaga safe kayong nakarating sa pinas and you are on vacation you have all the time in the world. Just relax and chill.

the manager to the institution called 'customs' BOC...

In Washington, the Filipino Community paid for thier dinner, may bayad bawat plate, I did not attend kasi nga may bayad at marami kami ginagawa. Sino ang nagpakalat ng balita, isipin niyo na lang.

Bakit si GMA lang ang nakikita ng tao kasi siya ang nasa puwesto Ganyan ang ugali ng ibang Pilipino mahirap man aminin pero iyan ang totoo. Bakit si Binay ayaw din bumaba sa Makati, Palit palit din sila ng puwesto sa Makati pero hindi nakikita ng taga Makati kasi nakatingin sila sa iba. Sino bang Presidente ang nagustuhan ng mamayan sa umpisa lang gusto pag hindi napagbiyan ang gusto galit na sa Presidente.

Ang reporter na Fiipino humihingi ng sobre bawat i-cover nila, pagwala sobre pangit ang balita sa iyo kahit wala ka ginaw masama, pag may sobre ka binigay maganda ang balita sa iyo kahit may ginawa ka masama. Saan ka ngayon maniniwala. Dapat timbangin lahat ng binabasa sa periodiko.

Bishop slams Philippines President's $20k NY dinner

Philippines Bishop Deogracias Iñiguez Jr. has called for an investigation into an “outrageous” $20,000 dinner for President Gloria Macapagal Arroyo and her entourage at a posh New York restaurant.

“It is outrageous if it would come out that they used public funds,” Caloocan Bishop Iñiguez Jr., said, according to a CBCP Online report.

He added that the dinner showed “a brazen disregard of what we are experiencing right now during this crisis.”

“If it’s their money, it’s really up to them how to spend it. But then again, it’s totally needless to spend such a huge amount for just a dinner,” he said in an article posted on the CBCP Web site.




The US tabloid The New York Post reported that Mrs Arroyo and her “large entourage” were seen “enjoying the good life” at the Le Cirque restaurant.

Press Secretary Cerge Remonde confirmed that Mrs. Arroyo and her entourage had dinner at the Le Cirque but added that no public funds were used for it, GMA News adds. He said administration Rep. Ferdinand Martin Romualdez foot the bill - a claim affirmed by Romualdez in a short statement.

“I am confirming the statement of (Press Secretary Cerge) Remonde regarding the dinner,” Romualdez, through his spokesperson Jun Pisco, said. He did not elaborate on how much the dinner cost and when it occurred.

Iñiguez said it is only right that a proper investigation would be made on the matter since $20,000 (more or less P960,000) could feed hundreds of poor and starving Filipinos across the country.

He did not say which body should spearhead the investigation.

Makati City Mayor Jejomar Binay pointed out that the cost of the dinner for 25 could have fed "almost 3,000 hungry families with three square meals." A copy of Arroyo's tab, posted on several blogs, showed 11 bottles of Krug champagne were ordered at $510 a pop. The entourage -- who were charged $238 a head for the feast -- also devoured Osetra caviar at $1,400 for five ounces. An Arroyo spokesman said Leyte Province Rep. Martin Romualdez, part of the delegation, footed the bill. But Philstar.com quoted Binay, "What they did was deplorable, especially if taxpayers' money was spent. If they spent private money, what they did was in bad taste and again showed insensitivity to the millions of Filipinos who face hunger daily."

i think there's nothing big on this letter
neither unusual on it :)
i just want to whisper out myself
and continue to take the risks
even errors and mistakes, to express my true
feelings, thinking or reasons.. i hope they're not distorted and lies
then forgive me father.. cause i believe this is my confession :-)
sorry for my sentimental hope it won't be empty. lol.

culion is still deeply divided
its syndrome of 'kawawa-naman-kami'
is still the portrait of culion
or may i say the darker face of the old town..
i know you have already done great things for culion
even in just few months (simply a record:)
and am really amazed
even i am nothing there. but just whispers in the wilderness

i believe in you father
and my faith tells me
that you are truly sent by God in this unique mission..
for the good of our town
an answered prayers
for what we've been praying & dreaming for culion in a long long time
changing the world of our beloved town. empowering them..
cause one day we want to go back there and view it
as much more beautiful than when we left there 10 or 20 years ago...

what i want to share is just
about the scars and stigma of culion,,
they still viewed themselves
as a 'person without a face'
"mga kawawang nilalang"
or "kawawa naman kami" syndrome
as what happened during culion centennial 2006..
'dahil kawawa kami kaya kami lang ang dapat ninyong tulangan wala ng iba..' ;)
a 'self pity' that often times paralyzes all of us
"basura kami" ... a disgrace
this was also the observations of late fr. Katigbak
but still many people there didn't realized
what many courageous people have done for them...
what our fathers and forefathers have done for culion...
yes i believe that what you're doing now is power for/to the people
and we need to balance them in many different ways
its complicated-complex situations
i know you're not spoiling them :-)
what you've really done is a great wake up call for all
justice for all. what is due for each individual.. (unlike the past;)...
this is already a huge change for us!
yes time will come that you'll also know the people there.
then heal these wounds of prejudices and biases
the deformity of culion as still a leper colony
viewed by the people themselves
and still thousands outside culion and millions around the world..
when you mentioned the name..
many immediately think, you're a shame 'basura' 'ugly' 'scary' 'living dead' 'isolated' dishonored
truly what a sad tale
and this is another face of it :-)
the self pity on one side and prejudices on the other side...
so the with the quest until now is what more can be done
to heal this deep wounds?
i hope i had that beautiful mind of yours to find the answers
yet i believe it's already there...


sorry for my own confusions
these are my struggles (inside my own desert & wilderness)
but you become our true hope now
since the time of fr. olazabal -
(i can say the 'saint' of culion)

a great responsibility (: i belive it should be ours:)
but we're all powerless.. you have all the powers

thank you for your email. i highly appreciate inputs especially for culion residents/supporters.
yes, i felt/experienced first hand what you are talking about.
i went island hopping and talked to several people.
i heard their plea for help as they didn't have enough money to buy rice.
so instead of giving them money, i gave them a chance to earn by making bags from native materials and that it would purchase them at p80 a piece - pretty expensive given that tabing dagat sells them at p75 only (after buying them all the way from manila).
unfortunately, after several island hoppings and meetings, only 1 bag was delivered. then when the deadline came, only 20+ got finished. so i had to go back to the buyer and apologize.
this is when i learned the painful lesson that people generally would really prefer to just receive the money rather than work for it. too bad. it didn't need capitalization, all they had to invest was few hours of sweat but to no avail.
so i know what you are talking about and that affirms my experience.

but am not giving up.
this is one of the objectives of the cooperative.
make the community work for a living and work as one.
hope we get the needed funding.
posted an email in the e-group but only got one response, from you.
hope the rest get to support us for this endeavor.

yes i know you'll continue this and i believe you'll succeed..
sometimes they need to be pushed
but i don't know how gently to push them. ;-)
anyway you've already started a greet endeavor
and that's already a great leap for the people there.
actually i was even campaigning this prog of yours to all my friends there now
and the response are but negative lukewarm. cause they were saying that it'll be the same as the old ones. i told them no this is good and better you only have to work more and beyond the conceived and thinking capacity and efforts..
sis. josie is helping us a lot on this kind of projects
especially financially.. that's for sure she will sponsors many of the poor who can't afford the amount. i can also share on some of the things you mentioned and i will try even the huge one. kung kaya pa nang powers :))
but my vision also is my future return to culion
this is my anticipations too, how will i earn when i come back there
say next year or after next year. this project of yours really give me hope,
hoping too that all my relatives and family will join in all your projects
if possible..

culion is zero even below zero incomes.. we all rely now on political survivals but end up in nothing but corruptions and very poor governance the betrayals of all the leaders. i don't know why people there vote to this kind of mess.. the epidemic of ignorance?
as in my own ignorance too...

with all these things the world really becomes too complicated now
many becomes so indifferent and it's all for survival all for the ends not the means and values to the end :-) even here in cog.
sad really sad situations. but we still have hope maybe they're just taking time to get involve for all this. one day they'll wake up and get involve... so i'm trying to tap ate cynthia and many of the rich members here but majority of them has their own plans for culion or they already have some projects there. like ate cynthia she's always donating goods and school supplies for the kids schooling in her native village at patag every school year and also during christmas..then rachelle also is planning to have some business in culion when she comes back there for good too. some are just silent but i believe they will help too.. and wake the bayanihan spirit. (...in this Lord we pray)

culion dream

let us act together… let us (cyber:)meet, collaborate, deepen and expand

first of all we want to understand our dreams and the move to unite… so here's the rough sketches drawn by fr. Javy. (if you'll allow me fr.)


*VISION: Building an authentic community empowerment, development and "unity of will" in Culion.


Moving forward and pursuing the following:

1) Opening of HOTEL MAYA that hopes to invite tourists from all over the world with the end in view of infusing badly needed funds and/or whatever support.

2) Complementary to Hotel Maya is the introduction of BS Tourism which attracted 56 enrollees! A big leap from the usual 15++ first year college applicants. We have students from different islands even as far as Mindoro, Batangas and Laguna! The goal is to make LCC the Eco-Tourism Center in the country - yes, we aim to make this the "IT" when it comes to eco-tourism.

3) Connected with such - LCC, the Parish and an expert we hired (who developed Donsol, Sorsogon to become a world-class spot) will pursue environmental programs precisely to protect our beloved Culion and promote such conservation for all the visitors and the Culion community at large.

4) Creation of a Multi-purpose Cooperative - that will complement the Hotel Maya operations, serve as livelihood laboratory for the students, income-generating engagements for the poor who cannot put up a business on their own and ultimately increase the incomes of all the stakeholders.

5) Building of San Ignacio Farm and Retreat Center - as we hope to establish Culion as a spiritual sanctuary. I myself am in awe for the mystique of the place. Now, a grotto has been built which is already being visited sporadically. A retreat center is currently being built which can also serve as workshop areas for Culion-related development projects.

Integrated in this will be the cause for the preservation of the Pitogo.



Advocacies:

CONSERVATION of the environment
- including the pitogo
- and address other environment-related concerns

- `bantay kalikasan'* information drive*

COMMUNITY BUILDING
- through livelihood program with the establishment of a cooperative
- in the process uniting the entire community - so that we don't have to wait for the LGU or any government unit to move..

- Water Management System*

- Electrification*

- Education*

- reintegration programs for "balik culion"*

- Food chain and supply*

- Economic, trade, commerce and Industry*

- promotion of small industry and micro business – increasing the income of culion.*

CHARACTER formation
- any advocacy will not be sustainable without internal anchors. thus, the need for formation programs..

- graft and corruption*
- morality Issues*



for all of these, particular sectors can spearhead an aspect:

conservation by LCC,

community building by the coop and character formation by the parish.

however, what will be needed is a multi-sectoral meeting that will involve everyone.

we hope to meet even the tricycle drivers, the boatmen, fishermen, youth groups etc. so that unity is fostered not only for a particular cause but for the entire culion.

series of meetings with key people..

the coop will have multiple objectives aside from pursuing income-generating projects directed primarily to help low or zero income families/members… almost equivalent to the LGU power…

we can also start organizing for the bigger culion group. this way we're able to translate to action plans the rich ideas being generated with the exchanges..

prioritize, focus and systematize so that we don't spread ourselves too thinly and not accomplish much.

Aim for a new and better CULION.

i feel guilty too for my postings here
but they were also my self criticism.. a quest
it was my way of revealing the zeal and passion
the question of .. why they govern like that?.. etc..
and this was my small way of what can i do with my country.. nakakasawa na
kasi!! i've been an absentee father for long and what have we? but all angers
and negatives done by the supposed representatives of the people... did they
know that pitogo is one of the treasures of culion and the place or the farm is
the unique habitat for the genus. but... (nagtatanong lang po :)) these are the
angers that i want to conquer and to heal... to criticize myself
and ways of loving them... as selfish as i am...

yes you're right i have done nothing for the gov't.
because they are simply homesick... ngek. opps sorry po..
kailangan ng gamot? but we also need to identify the symptoms and the illness
itself...

What I'm trying to say po regarding the Balala fiesta religious or not, people needs their presence for support not monetary. I don't think the people feel very supported by their superior. Instead we should find a way to work in conjunction with what they do for the betterment of the island we all love and proud of. strictly speaking, the LGU cannot spend for fiesta, being a religious activity, this falls under separation between state & religion, kaya ang iba linalagay as foundation day, sports development program, etc, to justify charging expenses sa government.

and also, yung iba laging naghahanap ng mga ginawa ng government, pero yun pala sila mismo, hindi nagbabayad ng tama, even sa Cedula lang,, Sis Rachel hindi ka kasama dun,

wag laging WHAT THE GOVERNMENT CAN DO FOR ME, sana kahit paminsan minsan eto naman. WHAT CAN I DO FOR THE GOVERNMENT,

thank you sr. josie for the greetings. thank you too jong for the private emails. thank you ms. cynthia for the text message, i was pleasantly surprised receiving an overseas text message.

am also very happy with the warm welcome i've received from this online group and by the kind people of culion.
several have already contacted me and personally talked to me since my posting.

just to update you, i will have a series of meetings with key people.

on top of this, just want to share with you that we had our 5th meeting of cooperative yesterday. we started with around 20 for our first meeting a month ago and am exhilirated that in just a matter of less than a month, we've grown to more than 250. they have agreed to invest at least p2,000 per head and with the number we have, the initial capitalization will easily reach half a million.

the coop will have multiple objectives aside from pursuing income-generating projects directed primarily to help low or zero income families/members. the greater dream is to parallel the naga city peoples' council (ncpc) - a multi-awarded peoples' movement that is almost equivalent to the LGU power in naga.

my great belief is that when people get united, work hard then dreams and advocacies will actualize.

in naga, when mayor jessie robredo (a magsaysay awardee) entertained the thought of allowing golf course investment, ncpc protested given the implications on water supply not to mention the white sand that will be used for the course. and because ncpc had a great number of members and properly represented at that - with various sectors like youth, urban poor, tricycle drivers etc. ncpc wielded much power that even the LGU had to defer.

i am not an opposition nor pro-admin. my loyalty is clear - with the people and with God - thus, i will pursue whatever will be needed to advance our causes.

thus, currently, we have the coop meetings proceeding and we hope to grow to as much as 500 (or more) in the next few weeks. simultaneously, am meeting key individuals who can help us forward the developmental plans.

do email me your thoughts so we can incorporate them into the action plans. i hope to pursue these with broad consultations but i also work very fast so i trust you will help me with this even via online especially for the culion people who are abroad.

You very much Welcome and thank you, Fr Xavier. It is just what we need - Culion-based members, especially one who can organize and coordinate the activities and projects we initiate. We'll be happy to know of the developments.

Two of the projects we have on going are the COG scholars and the public library in Balala. Sr Regina is the one coordinating the scholars, while Mr Layag, the public library. It is really sad when they close the LCC elementary section and the Holy Angels KG. I hope you can do something, at least to re-open the elementary school. As for the library, let us continue to add more to the collections.

I watched your videos in YouTube, John. Thanks a lot for sharing with us.

PS to my last posting. I was thinking how COG Members can help the coop. Then it came to me that perhaps some COG members can sponsor families in Culion who can't afford the P2,000 in order to join the coop. I'm sure that there are people who would be happy to join but don't have the amount needed. Are there COG members who can and are willing to help? They can sort of adopt a family.

Truth?

TRUTH? what is truth? (a reflection)
i was asking this question for a looooooooooong time now..

i remembered rachelle warning posters here about naming names cause the one named might do something wrong on our families back home in culion.. remembered also 'bout the news of threat to all those who said true things to someone even just whispers like what happened to mark and was confronted & threated by the said person.. we were all afraid because the man behind those things will do something wrong to our family back home.. there are fears.. fears that was and is being exploited by somebody.. they want to use their intel. funds to scare people and justify their greeds? they want to use their powers to do what they want all for selfish motives? i just received messages telling me to stop all this kind of letters(echo) cause they might be removed from their jobs from their workplaces from their position and there might be big pressures on them.. a big threat.. all because of my postings here.. because there are many eyes around like intel.. i was reflecting on this and they are right it will put us all in a situation of crisis again in a position that we'll regret.. that will make us more vulnerable and powerless nothing but all survivors of this world of the fittest.. no voice no freedom no rights no protections, worst no more hope.. all but fears.. so they said i should stop all these nonesense letters all these (apocalypse) that will put them in dangers which is causing worries now.. but what i believe is that my letters were just contradictions and balancing the justice of mercy that man has dignities too (reason & faith).. i was assessing my actions and finding some love on it.. thinking twice about it.. ah maybe what i posted was just a big lie or exaggerations to make things grandeur and causes angers around the world.. or even apolitical because my brother was a politician or it's just a vengeful actions as what commented in the youtube culion intel. scandal all in the name of politics.. bias?.. or simply just to be an arrogant-smart that i am 'magaling' mayabang.. or to justify my cause about the crusade causing fighting and divisions... or simply gossips..
so all my postings were nothing but a sham, all empty like clanging cymbals... then i judge myself to hide inside myself closing the doors of my eyes and shot up!

that for me is injustice
or simply facts of lies

stop it now!.. the message back home told me..

then somebody can continue telling
truth is false
and lie is true...

this i am most afraid of :) my greatest fear :))
and what will i tell to my children, nieces and nephews

life is a lie?

will i stop asking for help :) i prayed

and beg the Almighty, whispering what is truth?..

Yes, we have the list of almost all areas for development, but we should limit on what we can accomplish or help in the accomplishment. even the LGU may not be capable of dong some in the lists,one of them is 24/7 electricity, there should be sufficient demand for electricity for NAPOCOR to operate 24/7, negosyo yan.

ROAD UPGRADING/IMPEROVEMENT

The Provincial Governmnet of Palawan has assisted in this area, Culion LGU cannot do much of the upgrading with a small funds, 50M more or less (55% of which is allowed for
personal services, sweldo etc.). What should be done, Sangguniang Bayan should pass a resolution requesting our congressman to pass a bill declaring the main road as national road. so that this now be the responsibility of DPWH.

We can concentrate probably is Education and morality, Enviroment (Pitogo).

we will have to prioritize, focus and systematize so that we don't spread ourselves too thinly and not accomplish much.
we can still include this list in our horizon but we cannot also be the LGU who is supposed to attend to all of these.

HELP preserve Cycas Wadei (culion pitogo)



To Whom It May Concern:

I join my family and friends in Culion, Palawan to request your support in our initiative for the protection and preservation of the Cycas Wadei and its habitat. It is locally known as Pitogo. This plant represents our hope, resilience and passion.

It was initially discovered in Culion by Dr. H.W. Wade, who came to treat leprosy and gave our forefathers hope. He introduced the taxon to the world and highlighted attention to this little island called "the land of the living dead". Like all the generations of Culion, the plant exudes beauty and resilience. It represented the patience of lepers to be accepted again as normal and productive members of the world.

I call your attention to the 1997 International Union for the Conservation of Nature Red List of Threatened Plants. I demand for the Pitogos to propagate not to be
extinct. I desire that it will be part of our children's lives and the future generations.

I implore your support to protect the Cycas Wadei and its habitat. I request that the area be protected. Let the plant stay in Culion. Let the taxon be the symbol of the new Culion: peaceful, hopeful, resilient and friendly. I want this plant to represent us and tell the world to come and visit Culion and see its wonders and beauty.

am "i" free


a call to freedom...

my greatest dream!!
my quest
even my inspiration.

...so be gone rules 'n laws
because you are simply slavery...
you are putting me in a box. a cubist.
i want to liberate myself.
i want to do what i want (.!)
anything under the sun 'n moon.


this is my flesh..
my self that wants to be all
to be more
and to take all for its own.
The absolute "i"
because i am free...
i can do anything i want
and justify it.

i am an island...
am a rock
i can isolate myself
and behave only according to my own will..
my own ability.. my own ways
i don't need you
i don't need anybody
I want to make myself the unlimited...

why do i have limitations on my freedom?
being dependent? no way!
of course i can do this 'n do that.

who needs order? laws?..
can my freedom be realized there?
is it correct order?
oh man, this is slavery..
"i" said
this is not the truth..

how is this... love my neighbour as myself?
how is this... walk by the Spirit?
how is this...

i am free
and am better than the other..
the intellectual (arrogance)
that i am the best... that i can be
over the top, above the other..
better than everyone else.
biting others.
eros..
contradicting?...


But suddenly
this "flesh"
this "self"
this "i",
finds failures,
mistakes
dead-ends,
sin
and no where to go?
yes. i found myself hiding
in need..
lonely
alone
helpless
powerless

then came pain 'n sorrow

sufferings?

i thought i already conquered freedom,
i thought i can feel no tears no pains,
as if that i will never taste death
but the opposite

that leads to destruction..
worst, to despair

revelation?

so today
i find reason for an examination of conscience:
to surrender 'n retreat
in order
to enter into the obedience of faith.
praying that the great space of
truth 'n freedom
in love truly
open.
opening wide into my horizon...
will i be ever to enter it?
it's my choice. my freedom.

thank God that he has shown his face in Christ;
in my own sufferings 'n distress
in my own conversion
calling to be one body, one spirit with him.
entering into kenosis :)

then i pray that he may help me to be ever more engaged
in this communion with his will 'n to encounter him
amidst the destruction and dictate of my "flesh"
and distorted freedom, of my loneliness
and assorted disturbed reasons'
self-justification...

thus to find myself within his
true freedom,
love
joy.

so now i can really do what i want ;)
in faith
entering agape
by his amazing grace.
beyond the best
that i could be,
beyond
myself

survival

WOW...

i love it...


was it survival of the fittest?
no i hope not :-)


yes we all must survive now in these times
full of confusions
full of quests
full of discouragements...

but to survive
is a challenge too
so courage

this is just the pain
of life in spirit
the dna of sacrifices
the chromosomes of cosses

but we also have the dna of
goodness
of origin.
of man
created
by the sourse of truth
of good
of hope
of faith

of love...

it is simply fulfilled
accomplished
finished

maybe we only have to
believe
and accept the gifts
then we'll surely survive

that word of God spoken
as we surrendered it all...

it's an art
that enables us to see the truth
